Growing up in Minnesota, we didn't have them. We had Norwegian jokes instead, but they were exactly the same. I guess when everyone's blonde, you have to narrow things down a little more to a specific group of blondes.
I've been one all my life--a blonde, not a Norwegian--so I like blonde jokes. Mostly they are either too naughty for my tastes or I've heard them before, but this one is both clean and new to me, so I'm passing it on to you.
